Harding Rise – Waterfront Gateway Managed Business Centre is located on Plot 1 at the “The gateway” to Waterfront Business Park in Barrow-In-Furness. It is one mile west of Barrow town centre.

This new building is receiving funds from a European Regional Development Funded “Waterfront Gateway Managed Business Centre Project” grant awarded, under Investment Priority 3C to Barrow-in-Furness Borough Council,.

The new building is being funded through a 60% ERDF grant alongside a 40% capital investment by Barrow-in-Furness Borough Council. You can read more details about the importance of “ERDF” to the success of this new facility at the foot of this webpage.

Harding Rise House Managed Business Centre offers 16,081ft2 (1,494m2) of new office and meeting room space for growing small and medium sized companies or social enterprises to use.  The building is designed to a sustainable BREEAM Very Good standard. The 28 office suites vary in size from 197 to 517ft2. The layout would allow up to 28 businesses e to use the facilities, once it is completed and handed over to the Council on 31st January 2020.

The office space is conveniently situated for companies wishing to service offshore oil, gas, wind farm operations, clustered in the adjacent port, James Fisher Group’s marine services, other companies occupying the port estate, BAE SYSTEMS  Maritime Submarines all of which are within walking distance.

LEASE CRITERIA 

European Union ERDF State Aid Rules require that the offices are leased to companies which are classed as small or medium sized enterprises, or social enterprises which have growth intentions.

Applicant companies wishing to lease one or more of the 28 office units will be assessed against the following “Gateway” criteria:  

  • Proof the business qualifies as a small or medium sized company using Companies House records and, where appropriate, references or credit checks;
  • Confirmation that the business is neither an ERDF ineligible businesses nor a new start-up business; 
  • A Viability test to establish from the business’ accounts, trading record, turnover, that each prospective tenant plans to boost productivity, innovation, job creation and can support lease payments; 
  • A company’s commitment to equality,diversityenvironmental, travel plan policies; 
  • number of new jobs to be generated within an agreed timescale;
  • Supply chain significance of the proposed operations.

ACCESS TO GROWTH HUB BUSINESS SUPPORT VIA FEDF REFERRALS TO GROWTH HUB SERVICES

An important part of any tenant support in Harding Rise House is to enable a business to optimise its access to business support of all types.

All businesses considering taking up tenancies  are, for example, being offered free referrals to the Cumbria Growth Hub and its services as part of an initiative to help the firms optimise access to help from both ERDF funded business support and that available locally or through UK Government funded schemes.

Intending lessees will  be introduced to a checklist of resources they can tap into and with a firm’s agreement the Hub will be invited to offer specialist help following a referral.

Companies may also be  introduced to:

  • the Furness Education and Skills Partnership (co-located with FEDF) and Careers Hub, school – business STEM careers related services;
  • Department for International Trade export/inward investment support through Tifany Solender;
  • Sources of business finance including the GSK Enterprise Fund and Northern Powerhouse Funds delivered through British Business Bank;
  • InnovateUK support or assistance from the Universities of Cumbria and Lancaster;
  • Skills training through Furness College and private sector providers.

in addition FEDF will offer its specialist expertise to enable companies to capitalise on the opportunities in the area and throughout the supply chains they are involved in.

STRATEGIC IMPORTANCE OF THE BUSINESS CENTRE

The project is helping to realise Cumbria LEP local industrial strategy  “infrastructure priority 4” to “support development of new employment areas and premises in areas of demand“, it supports place centred priorities including “place priority 1”: to “work in selected cold spots of worklessness and social deprivation” by being located on Barrow Island, which is one of the Borough’s more deprived wards. It also supports “place priority 2”: o “support local place shaping programmes” and “place priority 4” to,  “encourage local area economic diversification strategies”  by attracting  new smes onto the Business Park. the new building will also improve the business environment by contributing to LEP local industrial strategy priority 2 to ” increase the rate of fast growing businesses” by offering highly efficient modern floor-space, which indirectly will lead to benefits under “business environment priority 4” to “exploit supply chain opportunities” from the building.

The project will also help deliver F”EDF 2018-2023 Delivery Plan”  infrastructure improvement priority to “complete committed  schemes: Waterfront Business Park” whilst also supporting the business engagement priority for “diversification of the business base, entrepreneurship and strengthening supply chains” by providing new floor space for expanding companies to operate efficiently.

EUROPEAN REGIONAL DEVELOPMENT FUND’S IMPORTANCE TO THIS NEW BUILD PROJECT 

The “Waterfront Gateway Managed Business Centre” project, which has been named for operational purposes as Harding Rise House, is receiving up to £2.313m of funding from the England European Regional Development Fund under its Investment Priority 3C as part of the European Structural and Investment Funds Growth Programme 2014-2020. The Ministry of Housing, Communities and Local Government is the Managing Authority for European Regional Development Fund.
